The objectives of this background study are to provide an analysis of the issues surrounding the establishment of the Funding Strategy, in particular regarding relevant policy, priority setting and funding criteria, and to set out recommendations for the consideration of the Governing Body of the Treaty. Based on an analysis of the relevant Treaty provisions, three categories of funds relevant to the Funding Strategy can be distinguished, each requiring different policy, priority setting and funding criteria: (1) funds stemming from sharing monetary benefits of commercialization of plant genetic resources for food and agriculture included in the Treaty’s Multilateral System for Access and Benefit-Sharing, under the direct control of the Governing Body; (2) other funds under the direct control of the Governing Body, and; (3) funds not under the control of the Governing Body.
