Following the guidance of the Bureau of the Fourth Session of the Governing Body of the Treaty, the Secretary sought expert advice for the second project cycle (2010/2011), including a strategy and programme for the Benefit-sharing Fund. This expert advice, which was the basis for the Call for Proposals 2010, was prepared by a team of leading international experts.

A programmatic focus for the Benefit-sharing Fund was proposed by the experts to have a more substantial impact of the Fund over the next few years. The experts recommended as the thematic focus to assist farmers to adapt to climate change through a targeted set of high impact activities on the conservation and sustainable use of plant genetic resources for food and agriculture. The expert advice paper addressed a number of issues relating to the strategic development of this focus.
