I have the honour to inform Contracting Parties of the launching of the referenced capacity building project by Bioversity International. The project will support research and capacity strengthening activities in countries concerning the implementation of the International Treaty, with a focus on policy issues associated with the Multilateral system of access and benefit-sharing (MLS).
This paper analyzes the protection status of local and indigenous communities' rights to their biological and genetic resources in the Philippines, at both national and regional level. Then it presents a Community Protocol process before prior informed consent is granted to any bioprospecting activity, as a valuable instrument towards the protection of communities' rights. It also explains How can the Community Protocol protect the rights of local and indigenous communities over their biological and genetic resources and knowledge.
The International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) came into force in 2004. This study assesses the state of implementation of the Treaty’s Multilateral System for Access and Benefit-sharing (MLS), seven years after the Treaty came into force. The study finds that overall implementation of the MLS has been slow and identifies a need for several measures to allow for an implementation of the MLS in a way that achieves the objectives of the Treaty.
Este primer número de la serie titulado El Tratado Internacional de la FAO sobre Recursos Fitogenéticos para la Alimentación y la Agricultura: Aportes para su Aplicación e Implementación en el Perú, no constituye un documento analítico sino, por el contrario, busca describir los antecedentes y contenidos básicos del Tratado y reflejar de alguna forma los avances en su implementación en el ámbito nacional. Incluye también recomendaciones finales para promover su más efectiva aplicación en el país.
El objetivo del presente estudio es identificar a los usuarios de los recursos fitogenéticos de importancia para la alimentación y la agricultura peruanas; analizar de dónde proceden y cómo se utilizan, con el fin de llegar a reconocer los intereses actuales y potenciales de estos usuarios, en iniciativas internacionales que faciliten el acceso, flujo e intercambio de dichos recursos. La importancia del análisis radica en identificar las oportunidades que ofrece el intercambio internacional de material genético para el país y en considerar lo que el Perú puede ofrecer a este sistema multilateral en aras a lograr un mejor aprovechamiento y conservación de los recursos fitogenéticos para la alimentación y la agricultura del futuro.

The objective of this paper is to provide a brief overview of the Nagoya Protocol. In particular, this note focuses on the provisions that may have a bearing on companies working with biodiversity-based ingredients in the food and personal care sectors, and explains their relevance and rationale. It should be kept in mind, however, that the Nagoya Protocol is only a starting point. A lot of the meaning and practical consequences of its provisions will depend on its further development in the context of the CBD, as well as its implementation at the national level.
